argocd: pin informed-decision to 77161fe (matches live: 2026-11-01 present-existing release + net-kingdom-admins routed to admin)

The previous pin 312ab97e predated the founder-run 2026-11-01 release (informed-decision 005709a),
so a manual sync would have reverted live. 77161fe adds only the founder-decided interim routing
(State Hub c9bedd9c; review-groups.json -> uid=admin). No automated sync: no live effect by itself.
