request is a State Hub release-margin fact, not authority to add, move, or
resize platform services.

Do not change OpenBao, PostgreSQL, or other platform allocations because
State Hub now reports 105m remaining. If a later weekly review
(CUST-WP-0071) asks for a platform change, it arrives as its own record.
