planning-only developer workflow. Verify the three proposed workplans cover
contract, reproducible service/package, and independent consumer proof with
dependencies and acceptance criteria. Validate links, work-record shape and
absence of unresolved template placeholders.

Completed 2026-10-13: reviewed generated integration files and added the actual
planning-only workflow to AGENTS.md. Classification validation, all Markdown
links, four workplan frontmatters and 13 fenced task records passed checks.
The consistency audit regenerated WORK-RECORDS.md and the offline brief.

## Register, verify projection and notify reuse-surface

remote. Synchronize all four workplans and their tasks, and verify repository,
host path and work records in State Hub. Notify reuse-surface with provider docs,
workplan references and the planned-only availability boundary. Retain receipts
in `docs/evidence/`. Stop after this handoff.

Completed 2026-10-13: repository `23355f26-7ee1-4036-8c63-3ae78e3072bf` registered
under infotech/stack with tooling classification, Forge remote and host path.
Repo Manager published and reconciled source revision `7331360` on primary
railiance01; separate API readback verified all four plans and 13 task states.
State Hub notification `b6a965ed-c02b-49f2-9272-c234e7c8f6a1` persisted the final
reuse-surface handoff after the earlier TAMQ message remained pending.
