Activate FI open-weight reserve bucket on Scaleway

Bucket railiance-fi-open-weight-reserve is live in nl-ams: versioning
on, no expiry, strategic/ Glacier after 90 days (provider minimum).
S-tier PUT uses Glacier immediately. Scoped IAM key still residual.
