feat: issue-core task intake poll/claim/run (HARNESS-WP-0001-T03)

Add intake client mapping emissions to TaskSpec, CLI poll and
run --from-issue-core, keep --task-file for local dev. Completes
HARNESS-WP-0001 workplan.
