feat: mail-triage via llm-connect (no host Claude)
Add LLMConnectClient and mail-triage: CSV metadata → OpenRouter-backed llm-connect JSON plan → deterministic mail-log apply + commit. Server path for Binky mail intake on Railiance (BINKY-WP-0006).
