RMGR-WP-0019-T03: record verified Activity retirement disposition

Browse source 
T03 now waits on decision 91b7c633 and the STATE-WP-0095-T04 rollout
instead of the Activity Core return.

activity-core returned the exact expected_retirement_uuids (message 17ba4201,
evidence activity-core 941fac0, ACTIVITY-WP-0045): 683724d9, 644017c7,
a5806df9. repo_manager.retirement_disposition accepted the set: it equals the
three projections the 2026-10-04 run refused, each holds zero tasks, and it
excludes preserved parent b4eb45a9. Nothing was applied. T03 stays wait: its
acceptance needs a successful Activity owner sync with receipts, which can run
only after the founder decides 91b7c633 and STATE-WP-0095-T04 retires exactly
this set in a reviewed live rollout. Then re-run rmgr sync --path
~/activity-core --push and feed the receipt back to STATE-WP-0095-T04.
