## Goal
Unblock normal authoritative registration of the exact closed Activity legacy
source views and Custodian retired ADHOC source after receiving preserves their
existing records. Preserve every legacy source byte, label and UUID; do not
expand canonical syntax or the general grandfathering rules. CUST-WP-0077 owns
cross-owner coordination with STATE-WP-0095.

Seven Activity sources yield four existing parents/64 closed bound tasks;
three split views repeat the archived parent. One Custodian retired source keeps
its existing parent/task IDs. Earlier /tmp/activity-core-bound-history-write.py
is superseded and must not be applied: registrar bypass alone would admit an
unsupported receiving projection. RMGR-WP-0014/0015 are finished and do not own
this new implementation demand; this workplan is not residual.

Prepared code permits only source paths with reviewed full SHA256 digests in
repo_manager/historical_sources.py. Strict conformance scans retain their legacy
findings. Unknown/missing/altered source refuses before allocation. Source UUIDs
are neither changed nor allocated for these histories. Receiving and registrar
manifests must remain identical. Apply helper requires a deployment receipt.

Use rmgr sync --path <owning-repo> --push. No deep-check repair or direct hub UUID
patch substitutes for receiving. Historical unrelated stale projections are not
retirement-authorized by this workplan. Feed receipts back to STATE-WP-0095-T04.
## Offline evidence, 2026-10-04
Prepared registrar suite: 38 focused cases passed (identifiers, registrar,
Custodian legacy identity and exact frozen source cases). Read-only execute=False
against both current owning repos accepted exact histories without source writes.
Implementation is staged; deployment gate is unresolved.
