OverlayEngine.apply: read-only target → KEPT_DRAFT; base_rev==current → fast-forward write-through (APPLIED, MERGE_DECIDED closes overlay); drift → REFUSED_DRIFT (no clobber, I-5). 5 tests green, pyflakes clean.
