tegwick 9acd4e2841 plan: persist state-hub workstream/task IDs for SHARD-WP-0003 and SHARD-WP-0004 ... State-hub consistency sync created both workstreams and all 17 tasks and wrote the IDs back into the workplan frontmatter and task blocks; commit them so the files match the DB.
