- SCOPE.md now reflects Phases I-IX complete, paper draft with decided
  pathway, companion line, and metrics groundwork; current work surface
  and sharpened out-of-scope table
- history/260928-scope-intent-gap-assessment.md assesses state against
  INTENT's six determinations and success criterion; gap register G1-G7,
  ranking G1 (sufficiency/weighting), G2 (coverage matrix), G3 (Soul
  packaging) as most relevant addressable gaps
- SOUL-WP-0011 opened to address G1-G3 (three tasks)
