Register SOUL-WP-0009: promote to active, fix section references

Browse source 
Reviewed against current repo state (draft.md section numbers,
concepts/*.md, SCOPE.md, research/law-governance/ all confirmed present)
and promoted proposed -> active to begin implementation. Corrected
"§16.x" subsection references to the actual numbered-list items in
draft.md §16.
