repo_manager_freshness, both definitions disabled. T03 waits for the first live
owner return: C-25 reported zero findings across 13 public repos at their Forge
HEADs. T05 waits for the Forgejo read token (draft lane
railiance-platform docs/credential-lane-designs/activity-core-repo-manager-forgejo-read.md),
