STATE-WP-0094: dependency-edge receiving rollout package and owner note

Prepared, not executed: image, migration b3c4d5e6f7a8, Helm --reuse-values
--atomic, pre/post checks, normal Forge receive proof plus repeat noop, and
rollback without schema downgrade. Requires founder per-change authorization.
