The example taught 'id: WP-0001' / 'id: T-01'. The ralph-workplan spec
accepts that shape for standalone plans, but this doc ships in the State Hub
dashboard, where the hub-integrated PREFIX-WP-NNNN-TNN form applies -- the
spec's own state-hub example uses it.
Switching the example to EXAMPLE-WP-0001 / -T01 / -T02 teaches the right
shape for this audience and clears the two C-31 warnings, which fired
because the ids matched no kind in the canon work-record type registry.

History is archived fleet-side, so the read surface has no remaining job.
- api/routers/suggestions.py: whole prefix 410s with a pointer to intake and
to the archive; the router drops from 176 lines to a stub
- mcp_server: the 6 suggestion tools removed outright rather than stubbed --
a retired tool that still appears in the tool list costs every agent
session context on every call, which is the opposite of retiring it
- write_idempotency: 5 /suggestions rules dropped
- dashboard: suggestions.md deleted, nav entry removed, reference.md and
wsjf-triage.md updated; docs/suggestions.md rewritten as archive pointer
- tests: two tests pinned the old read-live behaviour and now pin the
retirement contract instead
Tables stay: they are retire/archive in SHR-INV-0001 and are captured by the
final dump at T06.
Untouched, and worth knowing during cutover: ui-feedback.md / todo.md
'suggestions' are Shift+click dashboard feedback backed by technical_debt, a
different entity that shares the word. E3 (dashboard-meta) is that page; its
owner is state-hub-until-cutover so it retires at the T06 window, not now.
Full suite 612 passed.

Add Intake Definition of Comprehension and work-item Definition of Ready as
hub policies with dashboard edit surfaces, document the Definition family and
DoX-Ok/Failed badge convention, and mark STATE-WP-0076 finished.
Align dashboard reference pages with intake-as-discovery and suggestions as
legacy, frame work records as unit vs structure artefacts, and add the ready
STATE-WP-0076 plan for DoC/DoR quality policies. Include generated work-record
index and recent legacy-meter evidence captures.
Default domain was retired slug "custodian", so POST /technical-debt/
returned 422 and the modal failed after open. Use infotech, resolve
apiBase like config.js, and surface API error detail in the toast.
Cards previously showed a hard 200-char snippet of description OR
rationale with no way to read the rest, and rationale was hidden
whenever a description existed. Long or dual-field cards now expand
in place (native <details>) to labeled full Description and Rationale
sections; short single-field cards render unchanged.

Removes the redundant open_workstreams mirror field from StateSummary (schema,
router, MCP get_domain_summary reader, dashboard consumers + empty-state stub,
and tests). Consumers already preferred open_workplans, so this is the
low-risk half of T04.
Deferred (still have live callers — not yet retirement-ready):
- workstream_id query/body field alias on preferred routes — external
session-close curls/scripts fleet-wide still send it.
- flows/workstream.yaml — /flows/workstream/{id} routes are still served and
exercised by tests; retire only once no callers remain.
Staged on branch state-wp-0070-legacy-retirement — do not merge until the 7th
documented zero-usage window is captured.

Research sweep captured in research/20260709-workstream-caller-sweep.md.
Migrate dashboard detail tasks query, custodian_cli POST bodies, and
onboarding curl to workplan-first paths; re-capture 8h legacy-meter evidence.
Add X-StateHub-Component to fix-consistency and other State Hub REST callers for
legacy-meter attribution. Archive STATE-WP-0069; open STATE-WP-0070 for
meter-gated phase-2 retirement. Task POST bodies use workplan_id only.
Stop dual-publishing org.statehub.workstream.completed; return 410 Gone for
legacy DELETE /workstreams/{id}. Migrate fix-consistency, MCP adhoc bootstrap,
and dashboard token summary to /workplans/. Add legacy-meter evidence capture
script and pytest snapshot; update docs and close out the workplan.
Introduce flows/workplan.yaml and /flows/workplan/* routes alongside the
legacy workstream flow. Dashboard, README, and MCP flow docs now prefer
open_workplans with open_workstreams fallback until dual-key retirement.
Add the ranked legacy-interface backlog (T01), rename dashboard navigation and
user-facing copy to workplan while preserving wire-compat API keys (T02), and
activate the retirement workplan with T01/T02 marked done.
Replace the fixed 15s TTL on GET /state/summary with per-table revision
watermarks, stale-while-revalidate background refresh, and a progress-tail
section split. SQLAlchemy write hooks invalidate core or progress sections
on mutation. Adds tests, benchmark script, and operator docs.
- Add /docs/services reference (two-dimension model, persistence, API) and a
pointer note from /docs/tpsc; add it to the Reference nav.
- Add a test asserting first_party.repo_slug resolves to a managed_repos FK
(8 services tests green).
- Mark STATE-WP-0062 tasks done / status finished.
Known classes seeded in the live catalog via the API (Gitea, Postgres as
self-hosted/third-party; State Hub as self-hosted/first-party at Level 2).

Replace the single "Services (TPSC)" nav entry with a Services section:
Third Party (existing /tpsc cloud-third-party view), First Party
(/services/first-party — Service Maturity Level + dev-repo columns,
development_type=first_party), and Self Hosted (/services/self-hosted —
self_hosted third-party OSS with upstream/host/runbook). New pages are filtered
views over /services/catalog and degrade to an empty-state if the API is offline.

Adds preferred workplan REST/event surfaces, legacy-meter telemetry and weekly review summaries, documentation/dashboard terminology updates, dashboard API loading fixes, and close-out sync for STATE-WP-0052 and STATE-WP-0054.
T4: workstreams.md and dependencies.md now call /state/deps instead of the
full /state/summary — removes 2 heavy 10-table queries per 60 s cycle.
T5: index.md's 4 independent polling loops (summaryState, sbomSnapState,
regsState, wsChartState) consolidated into a single pageState generator
with one Promise.all batch and a shared backoff counter.
T6: config.js gains waitForVisible(ms) — pauses polling entirely while the
tab is hidden and fires immediately on visibilitychange. pollDelay()
simplified (hidden-tab POLL_HIDDEN logic removed). All 16 polling pages
migrated from await sleep(pollDelay(...)) to await waitForVisible(pollDelay(...)).
CUST-WP-0039 complete — all 6 tasks done.

Adds first-class tracking for API and interface mutations across the
agent ecosystem. Breaking changes are documented, affected repos are
notified via inbox, and agents discover pending changes at session
start via the dispatch endpoint.

- Model/schema: InterfaceChange with draft→published→resolved lifecycle
- Router: POST/GET/PATCH /interface-changes/, /publish, /resolve actions
