Add ecosystem position to INTENT/SCOPE/README, publish hub-ecosystem-route-audit,
update workstream-coordinate capability relations, and record legacy-meter
weekly review evidence.
Alias tests monkeypatch _get/_post but _meter_legacy_mcp uses _client()
directly, so every pytest run recorded real usage and reset zero-window
retirement streaks. STATEHUB_MCP_LEGACY_METER=off skips metering; set in
tests/conftest.py. Verified meter counts flat across the alias suite.

T03: MCP alias retirement gate was unstartable — deprecation notices existed
but no mcp:* interfaces were ever registered or metered. Add
_meter_legacy_mcp() posting /legacy-meter/usage (kind mcp_tool, component
state-hub.mcp) from create_workstream, list_workstreams, update_workstream,
update_workstream_status, and state://workstreams/{topic_slug}; register all
five phase-3 backlog keys so zero-window streaks accrue from today.
T04: trace residual POST /progress/ workstream_id (3 calls/8h, unknown) to
.custodian-brief.md labelling workplans "workstream_id:"; brief generator now
prints "workplan_id:". Briefs refresh on each repo's next fix-consistency run.

Add retire_legacy_route() helper and convert CRUD, dependency, and
execution intent legacy routes to 410 Gone while preserving final-call
legacy-meter attribution. Update tests, retirement backlog, and close
STATE-WP-0075 with handoff to STATE-WP-0070 T02 and STATE-WP-0073 T04.
Research sweep captured in research/20260709-workstream-caller-sweep.md.
Migrate dashboard detail tasks query, custodian_cli POST bodies, and
onboarding curl to workplan-first paths; re-capture 8h legacy-meter evidence.
Add X-StateHub-Component to fix-consistency and other State Hub REST callers for
legacy-meter attribution. Archive STATE-WP-0069; open STATE-WP-0070 for
meter-gated phase-2 retirement. Task POST bodies use workplan_id only.
Stop dual-publishing org.statehub.workstream.completed; return 410 Gone for
legacy DELETE /workstreams/{id}. Migrate fix-consistency, MCP adhoc bootstrap,
and dashboard token summary to /workplans/. Add legacy-meter evidence capture
script and pytest snapshot; update docs and close out the workplan.
Share LegacyWorkstreamIdBodyMixin across create schemas; meter POST /tasks/
and /decisions/ workstream_id bodies. State summary uses workplan flow;
NextStep dual-writes workplan_* fields alongside legacy workstream_*.
Add Sunset to legacy compat responses (Jun 2027 planning horizon).
Meter POST /progress/ bodies that use workstream_id; wire hub-core body
hook. Consolidate workstreams deprecation headers via legacy_compat.
_emit_progress_event strips legacy workstream_id from POST /progress/
payloads. Task and decision side-effect events now set workplan_id
explicitly so automatic progress logging stays workplan-first.
Wire hub-core progress legacy-meter hook for GET /progress/?workstream_id.
MCP list_tasks, list_blocked_tasks, and list_human_interventions now call
REST with workplan_id only so internal clients do not inflate legacy usage.
Add legacy_compat helper and Deprecation headers when callers filter
/tasks, /decisions, /token-events, or /execution/launch-requests with
workstream_id. Preferred workplan_id filters are unchanged. Route removal
remains gated on legacy-meter zero-usage windows.
Introduce flows/workplan.yaml and /flows/workplan/* routes alongside the
legacy workstream flow. Dashboard, README, and MCP flow docs now prefer
open_workplans with open_workstreams fallback until dual-key retirement.
Legacy MCP tools and the workstreams resource now return _deprecation payloads
pointing to workplan-named replacements. get_domain_summary uses workplan-first
prose and exposes a workplans key alongside the legacy workstreams field.
Add the ranked legacy-interface backlog (T01), rename dashboard navigation and
user-facing copy to workplan while preserving wire-compat API keys (T02), and
activate the retirement workplan with T01/T02 marked done.

derivation, add a frontmatter normalization script, and wire Make targets

Replace the fixed 15s TTL on GET /state/summary with per-table revision
watermarks, stale-while-revalidate background refresh, and a progress-tail
section split. SQLAlchemy write hooks invalidate core or progress sections
on mutation. Adds tests, benchmark script, and operator docs.
Re-homed implementation of CUST-WP-0050 Phase 3-4. P1 merges the schema
redesign, data migration, and workstream->workplan rename into one Alembic
window; P2 API/MCP/validation; P3 auto-registration; P4 surfaces & cutover.

Consistency engine — automation error vs assessment failure:
- C-00 is an automation error; C-01..C-23 assessment failures are recorded
for follow-up but no longer fail --remote --all scheduled sweeps (exit 0)
- Skip workplans/README.md in the workplan glob (human index, not a workplan)
- Progress events and compare script expose automation_error and
assessment_failures separately from exit_code
Tag consistency_sweep_remote_all progress events by source, route the local
timer through the API, add a parallel-week comparison script, and document
the 2026-06-21 to 2026-06-28 observation window for T03.
