Clearly separate local fallback commands and prevent the normal dashboard/tunnel targets from silently using an empty local API. Completed 2026-08-30. The README and Makefile now present `make bridges` followed by `make dashboard` as the normal production UI path. The bridge guard rejects a non-primary listener on port 8000; the dashboard and `make check` require `primary/railiance01`; `make dashboard-local` remains available for intentional fallback development. `make dashboard-check` built all 71 pages successfully (with the pre-existing `/docs/intakes` → `/suggestions` broken-link warning). ## Package the quality-debt CLI ```task id: STATE-WP-ADHOC-2026-08-30-T02 status: done priority: medium state_hub_task_id: "2fdc57f8-af0b-54e5-98b6-8476d53cddb1" description: "Included scripts/quality_debt.py and scripts/quality_assessment.py in State Hub wheels. Added a packaging regression; 21 focused CLI tests pass. A clean wheel install ran statehub quality-debt successfully and reported 43 existing quality-debt items." ``` Include the quality-debt scanner and its assessment helper in State Hub wheels, and verify the installed CLI works outside the source checkout.
