Sync AGENTS.md, CLAUDE.md, and .claude/rules from updated project_rules
templates: workplan-first session protocol, legacy terminology footnote,
and GET /workplans/ examples.

0ff4f84baf Complete State Hub bootstrap workplans (WP-0001) 
- Review integration files; fill SCOPE where templated
- Document dev workflow in stack-and-commands.md
- Seed WP-0002 implementation workplan; mark bootstrap finished
- Hub sync via fix-consistency

1a33dfa25c Add State Hub bootstrap workplan and agent integration files 
Seed workplans/ with bootstrap workplan to satisfy ADR-001 C-01.
Includes regenerated dev-hub session-protocol and agent instruction files.
