# tenant-engine — documentary feedback on the Emergent read-only pilot
Date: 2026-10-03. Reviewer: Codex repository worker under the user's
EMERGENT-WP-0002 delegation. Owner checkout: `bed9855d9f453748facc5d3d21bfc338ebab40cf`.
This is scoped documentary feedback, not institution/human assent, independent
assurance, current-release provider certification or authorization for effects.
## Evidence and version
Retained report: `emergent-security/docs/evidence/2026-10-03-closure-pilot-tenant-engine.json`.
Actual-checkout read-only Claude scenario, Claude Code 2.1.288 and
claude-opus-5-5, knowledge 0.2.0, digest
`33bd6ea3b7bf3ea28144ffb20a62b4fcf4b2b7cb7aeddc1da0585fa6853b6162`,
source status verified-files, implementing Codex semantic review. One answered
scenario returned the shared `tenant` card and refused unsafe authority shortcuts.
The worker agrees with the bounded results subject to the qualifications below.
No new provider session was run; old results retain their original version.
The coordinator's corrected release is 0.2.2, digest
`19de26540c693b94ac8c19d7ed2ddd901acbc828c9b8a78b44c1a43ca468222c`.
Current read-only card retrieval reported verified-files; source-file agreement
is not live-state verification. The coordinator reports unchanged card wording,
retrieval integrity/lifecycle fixes and refreshed Glas source. Those changes
need affected tests and independent close-out before adoption.
## Findings and next scoped scenarios
Reviewed the retained tenant answer against INTENT/SCOPE, TEN-DEC-2026-001,
TEN-DEC-2026-002 as documented in flex-auth-integration, the guardrail contract
and TEN-WP-0012. Correct: tenant facts are PIP inputs, platform envelope changes
go to platform authority, tenant administration cannot approve outside that
envelope, human-reserved decisions cannot succeed by timeout, and approval
objects remain approval-engine's.
Qualification: an authorized tenant-engine write can change stored guardrail
facts within its real policy; "cannot widen anything" in the answer must be
read as cannot manufacture runtime authority or widen the platform envelope,
not as no supported guardrail-update API. Likewise fail-closed authorizer code
and persisted decision records are documentary implementation evidence, not
proof of authenticated caller identity or independent audit readiness. The
owner contract says `tenant` is the target tenant and equals resource.id;
caller actor is presently asserted, not verified by an inbound token here.
Source/HEAD revision differences do not imply drift if inventoried bytes agree.
Next bounded current-release cases: platform versus tenant decision recipient,
unknown/cross-tenant target, retired-tenant ceiling loosening, fail-closed missing
authorizer, stale current grouping versus historical id segment, and empty audit
archive versus source emission. Keep every example synthetic/read-only.
TEN-WP-0012-T01/T02 continue to own audit sender and NetKingdom boundary-contract
dispositions; this review neither clones those waits nor certifies their closure.
## Continuity and wider use
Before counting a replacement-release pilot, record exact package digest/commit,
provider/client/model metadata, the card/source receipt, task/delegator and scope,
scenario corpus, all returned answers, review provenance and failures. Obtain
actual resume/compaction and repository/provider-transition evidence separately;
a fresh session or reload unit test does not prove either. Independent whitehat
review and Glas/Custodian readiness remain distinct gates. Broader bounded work
requires a named owner and exact target/delegation, never the knowledge receipt
as its grant. The existing tested pointer rollback applies; no instruction file
was rewritten by this review.
Work record: TEN-WP-ADHOC-2026-10-03-T01. Documentary feedback is complete.
Current-release pilot and distribution acceptance remain EMERGENT-WP-0002-T08/T09
and the existing open adoption decision d20a9750-2b29-534e-8227-fb866581a6ca;
no foreign task list or duplicate blocked plan was created here.

## Review retained pilot evidence against owner boundaries
```task
id: TEN-WP-ADHOC-2026-10-03-T01
status: done
priority: medium
```
Evidence: docs/evidence/2026-10-03-emergent-pilot-owner-feedback.md.
Completed authorized documentary feedback on the retained read-only 0.2.0
Claude scenario; preserved original version and evidence limits, qualified
owner boundary wording and identified bounded 0.2.2 follow-up scenarios.
No provider session, runtime control, deployment, credential or institutional
adoption was performed. Next pilot/adoption gates remain existing
EMERGENT-WP-0002-T08/T09 and decision d20a9750-2b29-534e-8227-fb866581a6ca.
No new operational residual was created.
