Add sweep_workstream_prose.py for agent-guidance files, sweep active workplan
prose in-repo, tighten scan allowlist exclusions, and update ADR-001 closure
protocol to workplan-first terminology.

51b6c756ad fix(workplans): resolve duplicate CUST-WP-0010 id collision 
Renumber the later domain-and-repo-goals plan to CUST-WP-0010b, following
the established 0000b suffix pattern. Lifecycle documentation keeps the
original CUST-WP-0010 id and filename.
