TODO.md unchanged for 10 days (mtime 2026-06-28T12:00:00+00:00). Review open items: archive done work, delete noise, or promote valuable topics to a workplan file and run statehub fix-consistency.

Reviewed 2026-07-20. markitect-main's TODO.md contained one stale entry ("Extract Capability-Capability from Issue-Facade", written 2025-12-17, marked Paused). Investigated: its dependency (the issue-facade capability) was detached the same day (capabilities/DETACHED-issue-facade.yaml) and never re-integrated in 7 months; no workplan/roadmap picked up the extraction. Archived to history/260720-issue-facade-capability-extraction-paused/ per this repo's own history/yymmdd-topic/ convention (full rationale in that README), not promoted to a workplan — no live signal it's still wanted. TODO.md reset to clean. Commit pushed to markitect-main. Closing.
