Read FLEX-DEC-2026-019 readback answers for workloads bound in all three
records (user-engine application, protected system, key-cape client) and
show them on the account page. No row is inferred as allow; failures,
missing rows and expired allows render 'could not be checked'. Off unless
USER_ENGINE_READBACK_URL and its own token file are set.

User-engine side of EMAIL-WP-0008: USER_ENGINE_MAIL_CLIENT_BINDINGS maps
tenant globs to a single client_id carried on invitation mail envelopes
only. Unmatched or conflicting tenants fail as mail_binding_denied before
either lane is contacted, and the outbox now records that reason instead
of collapsing it to delivery_unavailable. Unset keeps legacy envelopes.

In-repo journey, recovery, and security matrix are complete (150 tests).
T03/T04 stay cancelled at coulomb-social and KeyCape. Production enablement
remains an operator flag plus governed verification and SMTP credentials.
