Register `informed-decision.memo.posed` on the existing `informed-decision`
|
|
sender for `tenant:platform`. Accept the locally retained envelope (memo id,
|
|
approval id, carried binding digest, authenticated forwarding submitter, memo
|
|
class, submission digest). Refuse packet content, brief content, and secrets
|
|
for this class. Confirm sender custody, Idempotency-Key receipts, and the
|
|
existing per-class heartbeat and reconciliation requirement in tests, with
|
|
positive, duplicate, and refusal fixtures.
|

|
|
Done locally. Evidence kind, secret policy, completeness, and custody class
|
|
are unchanged. The heartbeat interval is the sender's existing low-volume
|
|
interval, 86400 seconds, not a new detection rule. Runtime readiness is not
|
