OnCo licensed reference-slice conformance

Validate generic Content Explorer against a small pinned OnCo slice, without copying the broader corpus into the public tree. Local use is authorized when the CC BY-NC origin notice is shown. Redistribution and public CI are not granted. See tests/onco-reference/README.md.

Work packages

Determine the test operator and use, acquire the permission or license required by OnCo LICENSE-DATA, and document redistribution restrictions.
