tegwick 087cea6239 Implement M0: research facility skeleton (CR-WP-0002)
Add docs/ResearchArtifactConvention.md defining program/paper/paper-local
identifier namespaces, file layout, publication metadata, and provenance
conventions. Register RP-000 (Researching Research) with CR-000 (Paper
Zero) as an honest draft skeleton: outline manuscript with explicit
[MISSING]/[CONJECTURE] markers, five conjectural claims transcribed from
the M2 example list, and empty evidence/criticism files. Add the
facility-level paper registry and a small validation script covering
registry parsing, id uniqueness, publication-metadata agreement, and
Markdown link integrity.

Close CR-WP-0002 and hand off M1 (Paper Zero v0.1 manuscript) as
CR-WP-0003, per the workplan's residual-handoff requirement.

# RP-000 — Researching Research
## Why This Program Exists
RP-000 uses Coulomb Research to study itself. Its first and defining paper,
`CR-000`, is not a description of Coulomb Research written from the outside —
it is Coulomb Research's own first experiment, conducted using the artifact
conventions and publication interface the facility itself provides.
This program exists because the facility's central conjecture — that a small
cybernetic kernel of actors, propositions, evidence, actions, and resources
can support real scientific coordination, with conventional institutions
treated as interoperability surfaces rather than internal necessities — is
itself a proposition that should be held to the same standard as any other
research claim: stated explicitly, exposed to criticism, and checked against
evidence rather than assumed true because it motivated the repository.
See `seed/CoulombResearchKernel.md` for the kernel this program's artifacts
are built on, and `seed/CoulombResearchMilestonePlan.md` (M0–M2) for the
milestone sequence this program currently implements.
## Scope
In scope for RP-000:
- CR-000 and any later papers whose subject is Coulomb Research's own
design, mechanisms, or effectiveness (self-referential research).
- Testing whether the claim/evidence/criticism representation defined in
`docs/ResearchArtifactConvention.md` is actually useful for conducting
research (the M2 exit question), using CR-000 as the test case.
Out of scope for RP-000:
- Papers whose research domain is independent of Coulomb Research itself
(e.g. `CR-001`, planned under M3, belongs to a different program).
- Building software or infrastructure beyond what M0's minimal facility
skeleton requires; RP-000 is a research program, not an implementation
workplan. Implementation work for the facility is tracked separately in
`workplans/` (see `workplans/CR-WP-0002-research-facility-skeleton.md`).
## Status
RP-000 currently hosts one paper, `CR-000` (Paper Zero), registered as a
draft skeleton at publication stage P1 (internal circulation). See
`research/registry/papers.yaml` for the authoritative paper list and
`papers/paper-000/README.md` for CR-000's current state.
