Completion Evidence

  • Reviewed the existing intent and seed milestone plan; refined SCOPE.md, README.md, and AGENTS.md to describe the actual documentation-only state.
  • Removed the unresolved credential template marker and fixed the seed intent link.
  • Added research classification using the State Hub classification vocabulary.
  • Verified that no install/test/lint/build/run entrypoints exist; documented documentation checks, work-record inspection, and the canonical sync command.
  • Selected CR-WP after checking the fleet prefix registry, local workplans, and State Hub workplan slugs on 2026-09-28; no collision was found.
  • Re-keyed the bootstrap and tasks from COULOMB-RESEARCH-WP-0001 to CR-WP-0001. Repo Manager assigns UUIDs from the new IDs. The old workplan UUID d0eb6d01-f472-52aa-a370-f274529b1901 remains retired history in State Hub.
  • Remaining implementation is owned by CR-WP-0002; the later milestone plan remains research design, not a claim that those milestones have been built.

Validation and sync receipts are recorded in the State Hub progress log.
