DEC-EX-006 — Who may create a binding policy

Situation: constitutional governance rule.

The decision changes the rule by which later policy decisions may be adopted, and it says how this rule itself may be changed. Nothing is superseded yet, so there is no relationships entry. DEC-EX-005 is the kind of later policy this rule would constrain.
