Complete DISCTL-WP-0002-T01: Forgejo off-Gitea mirror

Browse source 
Create private coulomb/disaster-control on forgejo.coulomb.social,
add mirror sync docs and tools/sync-mirror.sh, update registers and
README. Mark T01 done.
