7c0f8a9a08 fix(workplans): repair stale State Hub binding IDs for DISCTL-WP-0001..0003 
Workplan files referenced workstream and task UUIDs that did not exist in the
hub DB, so fix-consistency could not sync finished status after completion on
2026-07-07. Point bindings at the real records so hub and files stay aligned.

a290584ed1 Complete DISCTL-WP-0001: bootstrap State Hub integration 
Replace repo-seed template identity with disaster-control across
AGENTS.md, SCOPE.md, and .claude/rules. Archive REPO-WP template
workplans. Document dev workflow and classification. Mark WP-0001 finished.

3604ff6ea0 Sync State Hub workstream and task IDs for all workplans 
Rebind DISCTL-WP-0001/0002 after stale hub references and register
DISCTL-WP-0003 with fix-consistency.

- history/2026-07-04-initial-risk-analysis.md: 12 failure modes ranked, mapped to artifacts
- workplans/DISCTL-WP-0002-resilience-foundation.md: registers, policy, first tested restore
- DISCTL-WP-0001 T03 (seed first real workplan) done
