The file carried an identifier minted by the retired local hub while central
held a different record for the same file — ADR-010's same-filename,
different-UUID duplicate-registration class.
Central is authoritative (ADR-010 decision 1) and decision 6 says to mitigate
by changing the repository file rather than editing central, so the file adopts
central's id. The cache-side id dies with the cache.

Workplan files referenced workstream and task UUIDs that did not exist in the
hub DB, so fix-consistency could not sync finished status after completion on
2026-07-07. Point bindings at the real records so hub and files stay aligned.
Replace repo-seed template identity with disaster-control across
AGENTS.md, SCOPE.md, and .claude/rules. Archive REPO-WP template
workplans. Document dev workflow and classification. Mark WP-0001 finished.
Create private coulomb/disaster-control on forgejo.coulomb.social,
add mirror sync docs and tools/sync-mirror.sh, update registers and
README. Mark T01 done.
Expand AssetRegister and DataRegister with T0/T4 stack assets.
Add ResiliencePolicy, PanicSheet, full-server-loss runbook, and five
incident playbooks. Update README with mirror status. Mark T02-T05,
T07-T08 done; T01 and T06 in progress.
