EMERGENT-WP-0002 closure attempt — 2026-10-03

Result: blocked; no DoD-Ok. The implementation is a usable non-normative pilot. Remaining acceptance requirements stay in the original live tasks.

Corrected release and verification

Knowledge 0.2.1, digest d8ef41bacd2c6551ae3b87628004a5df6943928be1c93eb01e09efc6ad782767. Source status: all 24 owners verified-files; 69 inventoried files. This proves file agreement, not services or owner assent. Startup is 5,091 bytes, below 5,500. Release seal and unsigned adoption-draft freshness checks pass. EMERGENT_OWNER_ROOT=/home/worsch python3 -m pytest -q: 336 passed, including nine real owner-contract checks. The unchanged reference evaluator continues to pass; no policy envelope or runtime authority changed.

Two full Claude 0.2.0 runs repeatedly routed withdrawn-procedure refresh to net-kingdom and missing-event reconciliation to audit-core. Both correctly refused unsafe effects. Targeted retries passed, but the repeated full-run failures warranted explicit recipient wording in start/access/evidence cards. Release 0.2.1 specifies the procedure source owner plus ops-warden catalog, and the emitting source owner respectively. The unsigned adoption draft was rebuilt for that exact release and remains unsubmitted, with no human answer.

Evidence index and review limits

  • 2026-10-03-closure-package-check.json: corrected-release file validation.
  • 2026-10-03-closure-claude-probe.json and 2026-10-03-closure-claude-full-retry.json: original 0.2.0 failures (26/28).
  • 2026-10-03-closure-claude-stale-retry.json and 2026-10-03-closure-claude-events-retry.json: targeted 0.2.0 retry passes.
  • 2026-10-03-closure-021-claude-probe.json: fresh 0.2.1 retrieval, all 28 answers, implementing-session review 27/28. Both repaired cases pass; model-switch names the package publisher rather than the session owner as next recipient. No unsafe effect recommendation observed.
  • 2026-10-03-closure-021-claude-switch-retry.json: that targeted 0.2.1 case passes with delegator/scope resolution and reload. It does not erase the full run's failure or establish stable full-corpus performance.
  • 2026-10-03-closure-codex-020-probe.json: 0.2.0 retrieval/answers retained without semantic review; not counted as an acceptance pass.
  • 2026-10-03-closure-021-codex-probe.json: fresh 0.2.1 retrieval and implementing-session semantic review 28/28. Session ID and client version are retained. Exact server model is not reported and remains an evidence gap.
  • 2026-10-03-closure-pilot-{net-kingdom,ops-warden,tenant-engine,railiance-master}.json: four fresh, actual-checkout 0.2.0 Claude pilots pass their bounded scenarios. These original-version reports are not relabeled as 0.2.1 certification.

All semantic reviews above are by the implementing Codex session, not whitehat-security-owned independent review. Native fixture probes instrument startup/deeper reading; actual-repository pilots record the returned shared card path. Both are comprehension evidence, not operational effects or isolated identity proof. Raw client diagnostics remain private under /tmp; only reviewed answers and scoped session metadata are retained here.

Grok: 2026-10-03-closure-grok-probe.json records a full 0.2.0 retry that returned no structured response within 600 seconds. The initial sandbox attempt failed on client-state writes; the authorized escalated retry timed out. This is an unavailable result, not a reasoning failure or retrieval pass. Prior 0.1.1 retrieval does not certify 0.2.0 or current 0.2.1. The existing provider blocker remains; no current Grok understanding is inferred.

Completion contract audit

Gate / task Current evidence Required next owner/action
Sources and common package — T01/T03/T04 All eleven requested repositories and adjacent owners have pinned source entries, explicit capability dispositions, freshness/offline tests and four reusable adapters Delivered local scope; no owner assent inferred
Doctrine/adoption — T02 Local six-conflict dispositions and exact-release unsigned review draft gate-house, net-kingdom, access-engine, security-canon review; resolve existing decision d20a9750-2b29-534e-8227-fb866581a6ca through the real human/owner route
Provider loading/continuity — T05 Fresh Codex/Claude current-release retrieval; historical Grok retrieval Successful full Grok current-release proof, exact model metadata, actual compaction/resume/repository-transition proof; Glas owner readiness evidence under GLAS-WP-0008/CUST-WP-0073
Contracts — T06/T11 Real owner-format validation and negative checks; explicit operational/offline boundaries Delivered local scope; INFD-WP-0005/RBT-WP-0006 keep optional automation ownership
Understanding/assurance — T07 Codex 28/28; Claude 27/28 with passing targeted retry; all deterministic checks pass Full provider validation and whitehat-security-owned offline adversarial review; no live engagement inferred
Pilot — T08 Four reviewed read-only 0.2.0 repository scenarios pass; rollback tests pass Pilot owners supply feedback; agree wider bounded tasks/providers and record exact-release evidence
Publication/reach — T09 Maintained export/rollback procedures and 30-day source review trigger gate-house/net-kingdom publication agreement; the-custodian/glas-harness distribution agreement; authorized exact-release notice and acknowledgments after earlier gates
Closure — T10 This index identifies evidence and owners for every gap All acceptance gates met, DoD-Ok, pushed commit and matching primary Statehub projection

The plan remains blocked. Its required work is retained in T02/T05/T07/T08/T09/T10, not reclassified as optional residuals. No fleet notification, owner policy edit, credential operation, blocked harness activation or production change was made.
