These workplans exist only in the retired local hub. Their random pre-ADR-007
identifiers are refused by C-06 as stale references, so they cannot be
registered. Deriving from the canonical record id takes no identity from
anything: central does not hold them and the old ids die with the cache.
Records central already holds were deliberately left untouched.

The remote row pointed at 127.0.0.1:18000, a reverse tunnel back to the
workstation. On railiance01 the State Hub runs in the cluster on that same
machine, so the request left the box and came back to reach a local service.

Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

ingestHtmlFromFile and ingestMarkdownFromFile store session bytes with
correct content types. resolveDomViewerHtml renders sanitized HTML or
markdown paragraphs for HtmlViewerAdapter (EANCH-WP-0004).
Use a local PdfJsXmpMetadata interface instead of the non-exported pdfjs
Metadata type, omit undefined optional fields in reconcileFingerprint, and
type discovery hook mocks with explicit DiscoveryCandidate return types.
Add ingestHtml and ingestMarkdown with ADR-0003 pageless offset semantics,
PDF intrinsic metadata extraction with caller-wins merge (WP-0003), and
citation recovery primitives including re-ingest reconcile, local quote
search, and pluggable discovery hooks (ADR-0004). Mark all three workplans
finished with contract tests (80 passing).
fix-consistency C-06/C-11 registered ESRC-WP-0002..0004 and the
ESRC-WP-0001 tasks; IDs written back into the workplan files.

Bootstrap evidence-source from the citation-evidence src/source PDF slice.
- Headless core (src/pdf): ingest/extract/fingerprint, importing domain
contracts from @citation-evidence/engine/shared (no local copies)
- Browser upload helpers isolated under src/browser behind a ./browser
entry point, with an eslint boundary keeping the core browser-free
- pnpm/TS/vitest/eslint scaffold; 52 tests (contract + determinism)
- Fixtures resolved from the sibling citation-evidence checkout, not
duplicated (real PII) — see docs/ADR-0002; suites skip when absent
- Boundary + fixture decisions recorded as docs/ADR-0001 / ADR-0002
- README/SCOPE rewritten; capability.infotech.pdf-evidence-ingest
registered, NO_CAPABILITIES removed
- Follow-on workplans ESRC-WP-0002..0004 queued; ESRC-WP-0001 finished

INTENT-only until the ingestion and representation interfaces stabilize
through real product use. Reaffirms: source depends only on engine, not on
