tegwick 56f0607568 Establish INTENT.md/SCOPE.md and adopt TRSL V1C1 license
Maintainer decision, 2026-07-30: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md section 1). No Phase is yet declared for this repo.

INTENT.md/SCOPE.md were missing; established from actual repo content
(README.md, SMOKE.md, commit history) rather than assumed product
scope: this repo is a disposable smoke-test target for rein-aharness,
not a product in its own right.

# INTENT
`executor-sandbox` is a disposable smoke-test target repository for
`rein-aharness` (the Claude-Code-CLI-driven agent runtime deployed live on
Railiance for tenant `binky-control`, formerly known as `agent-harness`,
originally prototyped as `executor-worker`). Its only purpose is to give
`rein-aharness`'s automated smoke runs a safe, throwaway place to make and
commit file changes, so that runtime health can be verified without
touching any real project repository.
It is not a product, library, or service in its own right, has no users
besides the automated smoke-run process, and is not expected to grow
feature scope. Its content (`SMOKE.md`, timestamped commits) is
continuously overwritten by automation, not authored by hand.
Established 2026-07-30 (`target-revenue`'s org-wide TRSL rollout,
`workplans/TREV-WP-0008-governance-and-pilot-rollout.md`), reflecting the
repo's actual observed purpose rather than assumed product scope.
