Establish this repository as the maintained home of FIAM, register its identity and initial workstream with State Hub, and turn the archived Draft 6 reference material into a verified baseline for subsequent standard work.

Run the existing Draft 6 conformance and validation checks. Record what passes, what is incomplete, and which artifacts are normative, informative, generated, or historical. Add a short baseline note or update the README with the developer verification path. The suite passes all listed checks, including 26 semantic specimens and the adversarial suite. The runner now uses the active Python interpreter, so the Make target is reproducible on this host.

T04 — Plan the maintained FIAM release layout
