033ad3f41f feat: publish unblended AI-plan effectiveness series 
Report booked cost, entitlement, token coverage, and work as three
series: work per measured token, work per measured+estimated token,
and work per euro. Months below 50% coverage are unfit for token
trends. There is no blended efficiency number.

efd1b31001 feat: reporting-allocate AI-plan cost across work 
Split a booked AI-plan fact across workplans or repos using measured
tokens, measured+estimated tokens, session counts, or an even split.
Unmeasured remainder stays a residual. The record is not resource-control
AllocationEvidence and does not create booked spend.

d343888a41 feat: ingest State Hub session tokens without booking them 
Store mixed measured/estimated/superseded aggregates as session-token
evidence. Map kinds onto the evidence-basis vocabulary, keep unknown
months unknown, and refuse to post the snapshot as booked spend or
resource-control usage.

5f27958e7d feat: record AI-plan entitlements without inventing token ceilings 
Add append-only plan entitlements (token, multiplier, or named plan).
Unknown capacity stays unknown and requires a plan label. Plan-month
reporting joins booked euros to entitlement without session logs.

ce4f791a63 feat: book monthly AI-plan invoices as facts and commitments 
Add ai-plan ingest that stores one current booked fact per
provider-account × plan × period. Subscriptions become recurring
commitments; usage top-ups do not. Session-level rows are rejected.

09ef7fa967 feat: bound AI-plan work to resource-control and stop zeroing missing tokens 
Record the FIN-WP-0007 split after checking resource-control: they keep
intelligence resource identity and provision-level class I metering;
session tokens stay with State Hub; work-effectiveness is a reporting
join. Missing token counts are now unknown, not zero.

6f0eb7f7f8 workplan: FIN-WP-0007 AI plan cost, token estimates, and effectiveness 
Record the booked-vs-usage-vs-entitlement-vs-work split for AI plans
so missing session tokens can be estimated without becoming booked spend.

1779e08831 Adopt Target Revenue Source License V1C1 (org-wide preliminary rollout) 
Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

7e53c21feb Complete fin-hub repo integration (FIN-WP-0000) 
Link the DB-first onboarding workstream to FIN-WP-0000-repo-integration.md,
finish agent orientation (rules stubs, remove first-session), add repo
classification, and close all four custodian onboarding tasks.
