deferred on ~1454 GiB vs 850 GiB soft quota), document recurrence ops, and add a
workstation due-notice consumer cron helper. Production schedule was applied to
railiance ConfigMap and Temporal (weekdays 07:30 Europe/Berlin).
Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

2026-07-28 brief, approve R/S catalog entries, collect and verify embeds plus
Qwen3-8B and R1-Distill-14B on VAULT, and document residuals (HF-gated Llama,
deferred S giants, railiance ConfigMap apply).
Classify freedom-intelligence for State Hub (agents domain), sync FI-WP-0001..0003 with hub IDs, enrich catalog entries with profile/SWOT, and pin the open-weight reserve to D:\vault\coulomb\freedom-intelligence\ with strategic S-tier policy.
