Substantive review date reconciliation

Fourteen formerly unknown dates now have traceable provenance; the three existing September 27 dates are corroborated. The September 26 baseline and 0.1 release remain unchanged historical records. Current profiles carry a separate metadata assessment date, substantive review reference and scope. Missing references or dates later than their metadata assessment are rejected by the current-profile validator.

This reconciliation is not a prospective investigation, adds no learning cycle and estimates no historical effort. LEARN-0011–0016 remain six distinct comparison groups; none supplies three comparable cycles. The remaining comparable-window review stays in FEP-WP-0006 T03.
