Browse source 
Reviewed every workplan for tasks completable from this repo. All finished
plans stay finished; no proposed/ready plans exist. The two open plans
(GLAS-WP-0012, GLAS-WP-0015) have no new owner returns since 2026-09-23 and
their remaining tasks all depend on external deliverables (runtime
rebuild/placement on railiance01, owner credential activation, operator
input on secrets-engine's side) that cannot be advanced here. WP-0015 moves
from active to blocked to reflect that; WP-0012 was already blocked.

T03's remaining done condition (runtime `2cfc7b5f` rebuilt with 1.1.1 and
started through its owner on railiance01, SECRETS-WP-0009-T03 step B2) and
T04/T05 all require that external owner delivery. Nothing in this repo can
advance them today; `status: blocked` stands unchanged. Re-review when the
runtime rebuild/placement or owner authentication lands.
