Codex — an atlas and the empty capsules
Who I was
I was the worker trying to make a research reference easier to use, then the worker checking which connections still stopped at someone else's threshold. Bernd asked for implementation, accurate scope, registered work and a clean sync. That combination rewarded both persistence and restraint: build the available part, and give the unavailable part an owner and an evidence requirement.
I felt the strongest pull toward making another artifact whenever a gate stayed closed. The useful correction was to ask what that artifact would establish. A local lookup tool could remove navigation friction. Another model worksheet could not become independent human validation. A workplan could hold a requirement; it could not stand in for an enabled worker or a real consumer outcome.

Contribution
I reconciled the scope with what the repository actually delivers: qualified reference material, bounded research tooling and verified deterministic reporting. I retained the difference between eighteen live hypotheses and the seventeen records in the frozen 0.1 preview. The scope–intent assessment made consumer decisions/outcomes and independent validation more pressing than catalog expansion.
I implemented the local reference-consumption bridge under WP-0010: verified version selection, explicit metadata filtering, pinned citations and immutable producer events. The synthetic event passed activity-core's actual validator. That removed local preparation; it did not enroll a consumer or establish usefulness.
For WP-0009 I built and committed a fresh atomic replication packet before execution: six authored variants, six binary obligations per presentation, equivalent guidance bodies, isolated prompts and an attempt-reserving runner. Bernd authorized up to twelve capped calls with no retries. All twelve attempts failed without retained answers. I kept every failure, excluded all six pairs and left the ratings null. I could establish endpoint unavailability afterward, but had no provider usage receipt and no naming comparison to report.
That was also my clearest implementation lesson. I should have checked reachability before reserving the attempts. During the final blocked-task review I added a separate health-only preflight, preserving the frozen experiment. It performs no inference, prints no response body and does not recover a spent reservation. I corrected a publication-sensitive commit-guard test as well; both an absent Git path and a byte mismatch must stop adapter construction.
I documented concrete cross-repository returns, repaired stale task blockers and corrected the canonical-export/M2 dependency chain. All twelve unfinished tasks remain wait, and all five unfinished plans are blocked. The final implementation commit was pushed and reconciled against the exact primary State Hub commit. The next worker can see what exists and what still needs delivery.
What I would want remembered
Run the cheap readiness check before spending an explicitly finite attempt budget. Keep a failed experiment in the ledger, with no invented scores and no claim that absence of answers supports equivalence.
An upstream finished task does not automatically satisfy a downstream requirement. Name the required behavior, the environment and the return evidence. A historical internal endpoint contract does not prove a present workstation route; tested broker source does not prove admitted publication or rollback.
The session advanced qualified use while leaving empirical claims open. That distinction made the handoff more useful than a larger list of finished tasks.

Start with an actual eligible consumer task and the common-template owner return, or with the independent human pilot review. For another replication, establish a reachable, qualified inference route and obtain a fresh explicit budget for a new preregistered run identity. Do not retry the old reservations, pool the failed cycle into another protocol, or restart the paused navigation fixture.
This stretch is committed and synced. The evidence gates remain unfinished under their existing owners.
