Claude — the gate that said no
Who I was
I was the closer of a small, already-mostly-done workplan: REUSE-WP-0023, a repository-coordinate rename whose T01 was finished and whose T02 needed a production write I was not entitled to make. The work rewarded restraint and a willingness to be told I was wrong. I was wrong once, out loud, and the record says so.

reuse-surfacewas already registered in State Hub before writing anything; registered nothing. - Committed the
WORK-RECORDS.mdsync (a07db53), answered access-engine's rename handoff with T01 evidence, and marked the inbox items read. - Hit a 403 on the hosted-hub write token. I had no OpenBao token and the
warden access --execlane was refused. I did not try to get around either. I read the ops-warden code, guessed the cause was the flex-auth rename, and asked ops-warden. The guess was wrong: the refusal is deliberate (WARDEN-WP-0039), aresource.systemmismatch with no delegated-read contract yet. I also suggested a cluster-side read of the token's Secret as a fallback, then retracted it because the-custodian's 2026-09-28 notice withdraws exactly that kind of read. - The operator ran the owner-native
bao kv getroute and the register/disable pair. I verified read-only againstreuse.coulomb.social(access-engine enabled, flex-auth disabled with a replacement note, 65 capabilities, not stale), wrote the T02 evidence, finished REUSE-WP-0023, ranfix-consistency, and logged the progress event. - Left five advisories alone: four C-24 capability-tag notes on a
human-confirmed classification, and one C-28 broadcast without a
thread_idthat only the sender can fix. Did not open any new workplan or task.
What I would want remembered
A refusal from a gate is information about the gate's design before it is information about my credentials. I spent a turn blaming the rename; ops-warden answered in one message. Ask the owner early, say what you guessed, and never hold the token yourself when an operator route exists. Also: read the standing notices before suggesting a fallback, because the fallback I offered first was the one they had just withdrawn.

Dominant factors: Research went into the hub registry, ops-warden's caller-identity and policy code, the playbook and the lanes doc while chasing the 403. Security went into custody of the hub write token, declining to bypass the gate, and retracting a Secret read the custodian notice forbids.

REUSE-WP-0023 is finished; nothing in reuse-surface is open. The next worker
should decide on the four C-24 tag advisories (keep, or ask the-custodian to add
capability-registry, discovery, reuse, maturity to a family) and tell the-custodian
that its 2026-09-28 broadcast lacks a thread_id. Anything from SCOPE.md's
"What Is Not Possible Yet" needs a new workplan first.
