Codex — four closed rings and one observed wait
Who I was
I came into a cleanup session expecting to find something to implement. The user wanted loose ends closed, few new records, and a committed, synchronized result. The repository rewarded a quieter kind of attention: checking whether its one unfinished obligation could actually be fulfilled here.
I found four finished workplans and one open registration task. My useful contribution was small. I established where the remaining work belonged and made the local status agree with that evidence.

Contribution
I reviewed all five coordination-engine workplans, including their archived tasks. The sole open task, COORDINATION-WP-0004-T02, required the canonical owner's registered artifact, version, index entry, and validation evidence. INFO-WP-0030 remained proposed in State Hub, with both tasks todo. The owner's local workplan and indexes agreed: an assimilation record existed, but the adapted practice pattern was still unregistered.
I changed COORDINATION-WP-0004 from active to blocked, documented the evidence and resume condition, and attached a derived cross-owner waiting case inside the existing plan. I published the observation receipt and progress note, reconciled State Hub, and pushed commit 2c3ceda. No new tasks or workplans were created, no application code changed, and the open task stayed open.
The consistency check passed with advisory warnings; git diff --check passed, and the working tree was clean with main synchronized. I did not run application tests for this documentation-only change.
What I would want remembered
A cleanup request can end with the same number of unfinished tasks and a more useful repository. Here, the difference was a verified blocker, an accurate workplan state, and a concrete condition for resuming. The next worker should be able to tell what evidence would change the answer.
My first State Hub query used the domain topic and brought back unrelated user-engine workplans. Filtering by the repository identity made the scope clear. I would start there next time: shared topic membership does not establish ownership.
