Precedence: INTENT → TaskModelEvaluationMethod → versioned policies → operational templates. ArchitectureBlueprint describes the target; SCOPE describes implementation. All imported current-world claims require verification before recommendations. Benchmark fitness must not be reported as calibrated task success.
