Derived from [compendium/04-socher-eureka-machine.md](../compendium/04-socher-eureka-machine.md) §5, "Treat openness as availability."

Pant cites Socher asking whether cell-modeling efforts stay open once they produce valuable discoveries. A profile whose weights, data, or lab protocol the requester cannot inspect or use sits outside Available Frontier for that requester, whatever its paper reports. The deployment definition in INTENT already includes access, privacy, and product constraints.

What remains is a watch: when a named cell model, dataset, or protocol changes who can use it, that change is a deployment observation. This note does not add a ranking feature.
