the executor's declared grants (pilot covered). RBAC in sso-mfa/k8s/bounded-executor

Deployment and ExternalSecret, no read of credential objects; tests tie Role,

ExternalSecret status. railiance-apps and glas-harness answers recorded (T02).

Third founder setup run stopped at /token/init. Reproduced on the pinned
privacyIDEA 3.12.2: an admin policy with action '*' enables
totp_force_server_generate, so a supplied otpkey is silently replaced and
verify_enrollment then fails with ERR905. setup now enrolls with genkey=1,
takes the seed from the enrollment response (memory only), confirms with a
code, and writes PASSWORD and TOTP_SEED to KV (CAS=0) last. Failed receipts
kept as evidence.

The first founder setup run stopped in phase absent (no change made):
listing tokens by a user that does not resolve yet is an error in
privacyIDEA. Ownership is now read from the token found by serial, and
pi-admin login, privacyIDEA requests and the LLDAP admin login refuse with
their own reasons. Failed receipt kept as 00-setup-refused-absent.json.

stack.py starts LLDAP, privacyIDEA (pi_fixture.py in its image), Authelia
and KeyCape from the repository manifests on a throwaway 127.0.0.1-only
network and runs the journey: healthy passes at aal2; svc-authelia fails
closed at first factor, svc-keycape at the token exchange, svc-privacyidea
at the OTP check - the latter only after privacyIDEA's resolver cache
(CACHE_TIMEOUT 120, as live) expired. Each scenario passes again after
restore. Runner: corrected bind-to-step mapping, host_map_only,
min_time_step for privacyIDEA's TOTP replay guard.

the first capture after the 2026-10-30 bind split, operated by admin. Uncounted

ld-admin and the svc-* binds to active and admin to human-only; SI-X1 is closed.

Schema, validator, fixtures, declarations and tests (40 pass) now use the imported
principal_type and authority grants MODE @ SCOPE with activation and environments,
estate conventions bind and service-admin, unknown placeholders, and an elimination
path on every exception. SI-4 and SI-7 became decidable. Before/after over the same
declarations: 1/11/2/5/6 to 1/10/2/5/7 (non-conformant/unknown/excepted/planned/
conformant); the only move is KeyCape's secrets-engine-openbao client, whose scope is
established. lldap/admin is now also excepted under SI-4.

Applied the founder's four decisions: OpenBao platform-admin binds aal2 (SI-8 MUST);
the human administrator keeps directory admin rights through an admin group (SI-5);
declarations start in this repository and move to the services; agents get their own
class and rule SI-14. Finding F-1: the coding-agent role presents as a service against
IAM Profile v0.3. Schema, validator and tests follow (37 pass). Rehearsals listed, not
decided. Not ratified; owner review still open.

Read-only inventory from manifests and files, no Secrets read. The admin credential
has five consumers (human, Authelia, KeyCape, the privacyIDEA resolver and the
identity-provisioner), so the bind split needs svc-authelia, svc-keycape,
svc-privacyidea and a scoped provisioner account. Unknowns and who confirms them
are listed. trigger-admin recorded as an uninventoried legacy admin.

The founder's three-identity model and the finding that the human admin is also
the directory bind account lead to a proposed workplan: svc-<service> bind
accounts, per-service admin accounts, a governing standard and a conformance
health check. docs/crisis-custody-list.md is the first concrete list of what
unlocks recovery, with unknowns marked TO CONFIRM. NK-WP-0053-T04 extends the
quarterly drill to the Authelia and by-user MFA stages with admin as operator.
Hub decision routes the three founder gates.
