This repo carried a copied declaration identifying it as the S2 cluster runtime
layer - byte-similar to railiance-cluster, with which it shares no git history
but nearly all of its content. It was one of four repos (bootstrap, cluster,
hosts, infra) created by copying working trees as the S1/S2 layering idea
emerged, and the INTENT was copied along with everything else.

Its own QUICKSTART.md - set up your very first Railiance host - describes what
the repo is actually for. INTENT.md and SCOPE.md now declare that: turning a
single bare virtual machine into a working Railiance, then handing off to the
ordinary layers.

Inherited S2-era content in ansible/, helm/, docs/ and wiki/ is not yet sorted;
SCOPE records that restructuring is in progress rather than claiming it is done.

84c005254d Regenerate agent instructions: workstream -> workplan terminology 
Registration guidance now prescribes file-first + fix-consistency (C-06)
instead of manual create_workplan/create_workstream calls; progress-event
examples use workplan_id; legacy field names annotated.

a2f1c1299c Finish RAILIANCE-WP-0014 activity-core llm-connect live reconcile 
Provider Secret gate cleared; full reconcile passed with fixture smoke
(health=ok, latency 2.084s). Harden the smoke against NetworkPolicy
allowlist propagation by retrying up to 6x with a 5s warm-up inside the
smoke pod — the netpol added 2026-06-19 rejected the pod's immediate
first request before its IP propagated.

429a955c12 Add self-coherent INTENT.md 
Author the repository's INTENT: the cluster runtime layer — turning
hardened servers into a healthy, ready-to-use orchestration platform for
workloads, configured to a consistent baseline and proven healthy before
higher layers deploy onto it.

Kept self-coherent and reference-free: describes this repository's own
purpose at the abstract, stable level, with no external project or
dependency-product references.
