Follow rail-knative 76cb9c7 (RAIL-KNATIVE-WP-0003): overlays set 10m CPU
requests for the six substrate containers and add hpa-caps.patch.yaml
(maxReplicas activator 3, webhook 2, 3scale-kourier-gateway 3); verify.sh
checks both; tests/test_knative_render.py checks overlays, verify.sh, the
rail-knative declaration and the render. Not applied. Adds the receiving
task for wave-2 railiance-cluster allocation (CUST-WP-0071, RESOURCE-WP-0008).

install.sh now renders the checksum-verified upstream assets through kustomize
overlays: CRDs first and verbatim, then serving-core and kourier with the six
CPU requests lowered live on 2026-09-21, the Kourier Service as ClusterIP and
the Envoy image pinned. verify.sh checks the requests read-only, and
tests/test_knative_render.py proves the render offline against upstream and
rail-knative's declaration. Not run against the cluster.

Three bugs:
- GITEA_URL defaulted to localhost:3000; Gitea NodePort is 32166
- Pod label app.kubernetes.io/name=postgresql-ha matched pgpool pod too;
added component=postgresql to target only postgres nodes
- Used bare 'kubectl' which is not on PATH; switched to 'k3s kubectl'

T01: helm/gitea-values.yaml with postgresql-ha.pgpool.adminPassword
(fill REPLACE_WITH_PGPOOL_ADMIN_PASSWORD before helm upgrade)
T02: tests/smoke_kube.sh — add pgpool and postgresql-ha pod health checks
T03: tests/test_ha_failover.sh — D3 HA failover test script
T04: docs/incidents/2026-03-10-pgpool-missing-secret.md + README link
Also: make test-ha-failover target, Makefile .PHONY updated.
