RAIL-FAB-WP-0004 - Registry Inventory And Drift Views

Goal

Make the registry useful as an inspection surface, not only an ingestion surface.

Agents and humans should be able to ask what a registered repo currently contains, search across graph/library/artifact data, and compare graph snapshots to see what changed.
