FORGE6-ROUTES-001 r3 verified live (26/26): authenticated HTTPS, content API
and merge paths refuse synthetic secrets. T02 done for its admitted scope;
T03 cancelled (not done) and carried unchanged with repo 55, import/mirror
and browser/SSO into the new FORGE-WP-0008.

FORGE6-ROUTES-001 ran live under founder OIDC/MFA: 24/25 checks passed
(HTTPS push/refusal, content API, merge-message refusal, cleanup), but
the clean merge was not accepted, so the trial is unverified and T02
stays in progress.

These workplans exist only in the retired local hub. Their random pre-ADR-007
identifiers are refused by C-06 as stale references, so they cannot be
registered. Deriving from the canonical record id takes no identity from
anything: central does not hold them and the old ids die with the cache.
Records central already holds were deliberately left untouched.

Retires the shared prefix. Live plans move to the new prefix keeping their
running number; finished and archived files keep the old prefix as
historical record, per the ADR-007 option 2 migration ruling.
Hub UUIDs are unchanged, so reconciliation matches on
state_hub_workstream_id rather than filename and will update the slug in
place instead of registering duplicates.

This repo described itself as 'the forge layer' while the OAS Stack dimension
defines five levels and forge is not one, leaving it unplaced. Placement decided
2026-08-11 (d151d817): the Forgejo workload becomes rapp-forgejo; the layer
responsibility - runner placement, registry retention, artifact lifecycle,
package credentials - folds into S4 railiance-enablement, which already declares
the handoff contract.
Notes that the retirement hypothesis was tested and rejected: this repo and
helix-forge are different lineages, operational versus methodological.
