Report their invalid labels in the assignment receipt and retain strict conformance diagnostics. Do not allocate historical UUIDs, accept unknown local aliases, or bypass any identity collision. Active or unbound invalid records still fail before writes.

Validation: 181 tests passed; targeted Ruff checks passed. Net Kingdom read-only identifier preflight passed with no assignments or file changes. RMGR-IN-0003 resolved; no implementation residuals.
