Plan-check currently reads only a local index, which misses capabilities present in the hosted federation. Add explicit --hub-url discovery with bounded responses, freshness checks, federation-warning refusal and snapshot provenance. Source failure exits 2 before any verdict, local fallback or optional mutation. Preserve local mode and deterministic --no-llm use. Validation: all 208 tests pass; vergabe-teilnahme consumed the hosted 65-capability snapshot through its new delivery target. Workplan REUSE-WP-0022; factory coordination HFACT-WP-0001.
